First authorized by the Flood Control Act of 1944, Clarks Hill Dam and Lake was completed in 1954 as part of a comprehensive development plan for the Savannah River Basin. The lake was created from the damming of the Savannah River. It is one of the 10 most-visited Corps of Engineer lakes in the nation.

Clarks Hill Lake is referred to as J. Strom Thurmond Lake in South Carolina. The main operations office for this US Army Corps of Engineers project is located in Clarks Hill.
